Reidsville ordinance prohibits sex offenders from public facilities

The Reidsville City Council passed an ordinance Tuesday prohibiting registered sex offenders from city recreational facilities, public parks and greenway trails.

The Reidsville City Council has unanimously passed an ordinance prohibiting registered sex offenders from city recreational facilities, public parks and greenway trails.
The new city ordinance, which passed Tuesday, will be enforced in conjunction with a state law, “Sex Offender Unlawfully on Premises.” It became effective Dec. 1.
“The mayor (James Festerman) had some concern that this state statute was not broad enough to cover all of the city’s public venues where children gather and participate in some activities, specifically the greenway trails, the boat ramps, the lake store, other areas around the lake, which would also include the campground,” Police Chief Edd Hunt said.
City Attorney William F. McLeod Jr. and Hunt determined the law was not broad enough to include all geographical areas within the confines of the two city lakes and the greenway trails. Hunt prepared a “full-scope” ordinance to present to city council.
Festerman said it “makes sense” to include areas such as the greenway trails and city parks in the ordinance because those are areas where children are likely to be; therefore, they are areas where sexual predatory attacks are more likely to occur.
“I think it’s important we do everything we can to protect our youth,” said Festerman. He said he has had conversations with Hunt about enacting such an ordinance to protect children from sexual predators even before the state law was passed.
Violations will be considered a Class H felony violation, and people are subject to a fine of not less than $500 per offense and, or 30 days in jail. Hunt said police would enforce violations of the state law first, if applicable. If the violation occurs in one of the “fringe areas,” police will use the city ordinance to enforce it.
Hunt told the council he plans to write each of the registered sex offenders in Reidsville and “possibly a certain radius around the city” to notify them of the new ordinance. He said there are 131 registered sex offenders in the county and 26 in the city.
“It’s not a requirement. I think the chief is just trying to give them a heads-up that they’re not welcome (in the city parks),” McLeod Jr. told the council. Hunt said he thought the city would have a better case against violators of the city ordinance if the registered sex offenders were notified in writing about the law.
Hunt said the city would need 30 to 50 signs making sex offenders aware of the ordinance. Councilman W. Clark Turner made a motion to adopt the ordinance and that the money for the signs comes from the contingency fund in the general fund balance.

This would be a great thing for the ones that are on probation or prole but just like the bank robber or the thief after you do your time your finished but not if your a sex offender its not fair to those that have dont there probation or prison time to tell them that they are not welcome in a city funded place or park most of the sex offenders have kids that they should be allowed to do anything with and go any where with after they have done there time the sex offender registry is just a public reminder not another sentence for them leave them alone after there jail time or probation and see if they have learned there lesson .
This ordinance is simply “fluff” and no “stuff”.Are you going to put Police Officers stationed on all city parks and trails?How about branding all sex offenders on their foreheads…Don’t get excited Eeltee, Iam being sarcastic here.It’s just another law that will not be enforced by an overworked police force.
what’s a big bother? Well, again, if people would take care of business when these acts are happening there would be no one to release from prison.
All solved in one day, the day the thug commits his crime!
Never have to worry about the “wrong” person being found guilty, never have to look for the person for 6 months, never have to find an impartial jury, lots and lots of advantages.

This is purely political!The city of Reidsville has just jumped on the “ban a sex pervert from the park"ordinance just like it’s big bother Greensboro.They want all the citizens of Reidsville to think there hard at work for your tax dollars.
Just where are these people supposed to go once they’re released from prison. No one wants them living next door. They can’t live near schools. Now they’re being banned from public parks, buildings etc. Meanwhile murderers, robbers, and thieves who prey on others, especially the elderly live freely among us, and plague our parks. I know that they’ve committed heinous acts, but so are the other acts. When someone invades your home and beats and robs you and your family you are just as violated. Sexual offenders usually committed their acts because their is a mental health problem. Murderers and robbers might just do it for the kicks or they are too lazy to earn a living.
Unless we plan to support these people for the rest of their lives, we have to let them earn a living, if not, then keep them locked up. That is unless we are prepared to just burn them at the stake., which might be better than the purgatory we now keep them in. These people also have family. My Bible doesn’t say forgive some, but.
I have the solution; all sex offenders in the area will have their picture on a sign next to the one saying they cannot be there.
I mean, really, who knows who has been convicted of sex crimes?
Better yet, have their pictures on billboards all over town.
This is great but will it be enforced? How can we as citizens help enforce it?
