Danville sheriff’s race framed as experience versus fresh outlook

The campaign for Danville sheriff saw two issues — professionalism and cooperation with other agencies — raised consistently, while the three candidates tried to frame the election in their own terms as a choice between insiders with decades of experience versus an outsider with a new perspective. 

Lt. Mike Mondul, Lt. Thelbert Childress and Deputy J. Wayne Booth are running for sheriff. The election is Tuesday.

Mondul has portrayed himself as an outsider who has worked closely with the sheriff’s office.

“I bring to the table a fresh set of eyes and a fresh look,” he said.

His fresh look will help him identify policies and procedures that need change and will help him avoid a that’s-the-way-it’s-always-been-done attitude, he said.

At a glance
• Duties: The office runs the city jail; provides security for the city’s courthouse and five courtrooms; and serves civil paperwork, such as evictions, repossessions and garnishments.
• Budget: $4.9 million. The state of Virginia accounts for 55 percent of the budget, while city funding rounds out the remaining 45 percent. The office receives federal funding through grants for specific projects, such as installing new surveillance cameras and radios.
• Positions: 81, including three vacancies
• Salary: $95,292

Booth cited his 31 years of experience in the sheriff’s office during the campaign and said he is the answer to floundering morale. He said the office is not unified and employees are abusing the sick policy, leaving a few people to do a 10-person job on each shift.

“We got to get that closeness back to operate safely,” he said.

Childress also spoke to his 21 years of experience in the office during the campaign. He talked about his ability to get things accomplished in the sheriff’s office, citing a pay incentive for deputies to receive more schooling. Childress has already accomplished goals within the office, he said, and now he wants to accomplish more.

Professionalism

In debates and campaign events, the candidates talked about breakdowns professionalism in the sheriff’s office. In 2001, four sheriff’s deputies pleaded guilty to charges of sexual misconduct with female prisoners. The deputies had sex with the women in the Danville City Jail.

“I feel like that kind of thing can be prevented with proper supervision and proper integrity training,” Mondul said.

He said thorough screening in the hiring process also would prevent breakdowns of professionalism. He would lead by example and spend time in the jail and among his deputies. Mondul said he would keep his finger on the pulse of the office and not sit behind his desk all day.

Booth said he would have confronted the deputies involved in the sex scandal. If they denied it, Booth would pass the allegations up the ladder.

“When something bad like that happens, it personally effects all of us and causes an embarrassment,” he said.

He said supervisors and the sheriff need to be a presence in the jail and build a group of informants.

Childress said the best solution to preventing situations like the sex scandal would be a thorough screening process when hiring. He added that supervisors need to stay on top of their people on a daily basis, and the office needs to hire people with a strong moral backbone.

Cooperation

Mondul said he would cooperate with local agencies, especially with the Danville Police Department. He would start by reforming booking procedures at the Danville City Jail. Mondul said that the same information is entered three times: once by a police officer and twice by jail personnel.

He said he would streamline the process and let the jail book inmates after officers finish their paperwork so police could get back to the street.

“It’s much more efficient for those in the jail to do the booking process,” he said. “It’s no more work than’s already being done.”

Mondul also said he would increase the training deputies receive so they’d be ready for a Virginia Tech situation. Mondul referred to the shootings by Seung-Hui Cho in many debates and events.

The training will give deputies the ability to make a force continuum decision, meaning they’ll be able to appropriately choose when to use deadly force. He would also cross train with the police department’s SWAT team so the sheriff’s office could receive help if a riot breaks out in the jail.

“We need more opportunities for agencies that work together on a daily basis to train together,” he said. “In the event (that) a cross agency conflict happens, they’re better trained to respond.”

Initially, Booth said that deputies should learn police procedures and vice versa during a debate in July. But Booth said recently that he does not favor cross training between the sheriff’s office and police department.

“Our deputy sheriffs are perfectly capable of performing arrests or whatever they have to do,” he said.

People join the police department to be on the street, he said; people join the sheriff’s office to work the jail and courtrooms or to serve civil papers.

Childress said he would cooperate with governing bodies and have working relationships with the city manager and city council. He cited work he did to establish the education incentive and 25- and 50-year retirement benefits for the sheriff’s office. He said benefits and pay are two tools that the office can use to recruit better job candidates.

As a result of 9/11 there were some changes in the way things were done between all types of emergency response personnel. There is a need for all agencies to be prepared to work together and that is what Mike Mondul is looking to do. It is what every state and other jurisdiction and every fire and rescue department are working toward.

SO YES! Having a good working relationship with agencies that are in your own back yard are vital.

MEDICBEAST - if there are crooked officers as you have commented, point them out. There are ways to address those issues.

Tommy O - your so mistaken, that is all Childress wants to do. I hope you need an officer but their all tied up in the jail entering in information that the jailers are already entering into the same system that the jailers already have, or they are sitting at the hospital with a mental patient, for hours on end because the jailers don’t want to do that either (which is a civil process).

We need to have teamwork and cooperation between agencies. SO do the right thing and vote Mike Mondul.

I firmly believe that Mike is the better candidate, and will win the election. As it relates to Childress, by virtue of the fact that he is a lieutenant would imply that he has a certain degree of authority. If this is true, then he question becomes, why didn’t he step in to prevent some of the indiscretions that have taken place in the Sheriff Department over the years? Are we to believe that all of a sudden he had an epiphany once he decided to run for Sheriff, and realize that you need quality people working in that department, or that supervisors need to supervise their people. Mondul is forward thinking. He wants to have more corporation between the Police Department and the Sheriff’s Department. That is exactly what is needed. Lack of corporation between various federal agencies prior to 9/11 was determined to be one of the many contributing factors leading up to 9/11 that prevented our government from protecting us. Mike will ensure that that department is turned around. He will ensure that only quality people work there, and weed out the ones that don’t belong there.

OK, LETS TALK ABOUT THE POLICE FOR A MINUTE. Lets talk about how cops are making deals with dealers so they will vote. Lets talk about how officers get caught breaking the law when off duty. Lets admit EVERYBODYS mistakes insteas of beating the same old story over and over. I want my safe neighborhood back! I want kids to stop dissappearing and dying, I want gangs to stop growing bigger, I want punishment for those who break the law, not a trade or deal. Who cares if the 2 offices get along or not, the community has bigger problems.

Folks,
I envision a new Sheriff riding into our town on a big white horse wearing a white cowboy hat. Signifying Hope, Justice, and Loyalty to our community. Vote MIKE MONDUL.
I am a firm believer that you should vote for the person with the highest credentials and proven integrity and this is Mike Mondul.
You take all the personal feellings out of the picture. Please don’t vote on the what if’s and the scare tactics. This is nothing but bull crap.

If you want a Sheriff in Danville that is a known christian man through his actions, that will treat everyone with respect, one that you could honestly say that you are proud of, has the integrity, committment, honesty, trustworthness, and wants to make things better for EVERYONE….VOTE MIKE MONDUL.
He reminds me of the famous legendary John Wayne. I hope he has a cowboy hat to wear. I do believe he will ride in on a white horse in victory and make the Sheriffs office into a organization the community can be proud of again.
We as a community DO NOT need any more publicity of jailers being convicted of sleeping with the inmates, etc. You just don’t allow crap like this to happen, and to go on for so long? How many people knew about this and covered this up? Is it inside corruptness? Think about it…It’s pretty obvious the sheriff’s office is in need of some new blood with professionalism. It’s Time For Change!

It’s fine for both departments to work closely together, but we do need to remember that the Police Department and Sherrif’s Department are completely seperate entities whose job responsibilities only touch on each other and do not overlap.  We should not have a sherrif’s department trying to do the work of the police department and vice versa.  Communication and trusting the other department to do their job is the key, not trying to usurp each other’s job responsibilities.

Tommy O you don’t know to much about law enforcement. Your comments are exactly what the problems are in the Sheriffs Office now.The two must work together to be effective in keeping our community safe. Mike Mondul will bring a wealth of knowledge and new ideas to the office of Sheriff. He will be a working Sheriff. The Sheriffs office needs to get out of its comfort zone. If Booth or Childress are elected the same us against them mentality will still be in effect. Tomorrow I urge you to vote for change, vote for new ideas, vote for increased safety, vote for partnership,vote for increased training,vote for MIKE MONDUL!!

I will start off by saying, that I have no problem with Mondul as a person, but I do as a sheriff. The city of Danville doesnt need a “hero”, we need truth, action, answers. I do not believe that he can provide any of the above. Mondul goes last in the debates so he can play off previous ideas, re-words what the others have already stated. That is not how I want my sheriff to be, but thats up to you, the people. Lets stand up now, we are running out of time!!!

Childress is correct ..the sheriff department is to operate the jail,courtroom security and serve papers and it should just do that..nothing more-nothing less..it should remain seperate from the police department..Im going to change my vote and vote for Childress as I would urge others to do…

When Mondul entered the race he was under the impression Dooley was going to run again. Then Dooley annouced he was not. Then Childress came out. Mondul had already started his campaign and saying what he would do if elected. Then before the deadline Booth came out.  Until the last few months has Booth and Childress started seeing the response that Mondul has been getting from his changes that they have been speaking out about the same things. Childress and Booth have been there. New blood is needed in the Sheriff’s office and Mondul is the right choice. He still will be in contact with DPD. They will be partners. not enemies.
